4.b.ii

The powers and duties of its officers and employees

All the officers from JMGS I to TEGS VI grade of the bank, working in Corporate Office /Circle Office/Branches have certain financial and administrative powers depending upon their positions. The Board decides the delegation of such powers of various grades of officials. These powers are revised periodically, depending upon the organization’s requirement and also Government / RBI guidelines and as per the extant Service Rules, Conduct, Discipline & Appeal rules of the Bank. Bank being commercial organisation powers and duties vary according to the placement of officers/employees, grade/scale, post held, job assigned and need of organization; in order to achieve business goal and securing satisfactory quality customer service.

4.b.iii

The procedure followed in the decision making process, including channels of supervision and accountability.

There is a well defined system in the Bank regarding decision making process. Financial and administrative decisions are taken at various levels depending upon the positions as per the powers delegated by the Board. There is a well defined organizational structure and clear system of accountability. The system of exercising proper delegation of power and submission of control reports is in place and they are monitored by control officers and through internal inspection. There exists a clear system of accountability and control system, which also take into account the RBI / CVC / IRDAI guidelines and guidelines of regulators & statutory authorities.

The norms set by the Bank for the discharge of its functions.

The Bank discharge its function by the norms & directions received from respective Ministry, Government of India, Reserve Bank of India and /or approved by the Board of the Bank from time to time. Further, there is a citizens charter followed by the Bank which is enclosed. Public can also refer to the Interest rates, citizens charter etc. of the Bank's website for any further information. They can also refer to the following captions of the Bank's website, for detailed information on related products.

The rules, regulations, instructions, manuals and records, held by the Bank or under its control or used by its employees for discharging its functions.

There are a number of documents like circulars, scheme of delegation of powers, proceedings of the board etc. And also the periodical circulars, used by the employees for discharging various functions (Service Rule enclosed). Further, there are register of Shareholders/Record of the proceedings of the AGM, Board Meeting and various Committee meetings, documents executed by customers, contracts with third parties etc. which are kept in the custody of concerned departments of the Bank and Circle Offices. 

Joining Time and Joining Time Pay: The joining time and joining time pay shall be in line with the CCS rules applicable to the Department of Post (DoP) employees.

4.b.vi

A statement of the categories of documents that are held by the Bank or under its control.

Documents, as required under law, rules and regulations, such as, Balance Sheets, record of the staff, licenses obtained from RBI / other competent authorities for opening branches / offices etc., are held by the Bank. Further, there are register of Shareholders/Record of the proceedings of the AGM, Board Meeting and various Committee meetings, documents executed by customers, contracts with third parties etc. which are kept in the custody of concerned departments of the Bank and Circle Offices.

The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof.

As per present arrangement the Shareholders can raise issues concerning policies and in the Annual General Meetings which can relate to the policy of the Bank. Bank's quarterly results and annual results / reports are published periodically for information of public as well as shareholders which would give an idea about the policies of the bank and implementation thereof. The annual reports of the Bank is available on the website of the Bank.

A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public

The details of Board and Commitees of the Board are enclosed. The Public are not entitled to participate on the above Committee meetings and minutes are only accessible to public, to the extent that they are public document and not exempted from disclosure under section 8 of the RTI Act, 2005.
